School District 23 (SD23), in cooperation with the Hockey Canada, Kelowna Minor Hockey Association, (KMHA), West Kelowna Minor Hockey Association (WKMHA), is proud to offer the SD23 Central Okanagan Hockey Canada Skills Academy (SD23 HCSA).
During the 2003-2004 school year, Rutland Senior Secondary served as the pilot site for SD23 with 25 students enrolled in the HCSA. After a very successful first year, there was significant demand to expand to other SD23 schools.

The HCSA is a direct result of the 11 recommendations on player development in Canada from the 1999 Molson Open Ice Summit chaired by Wayne Gretzky. The 10th recommendation stated that Hockey Canada should “promote cooperative efforts between school boards, local hockey associations, and sponsors to better utilize ice times and facilities and move towards the development of sport schools. The HCSA is an officially licensed program of Hockey Canada.
All students should be registered in their local minor hockey association.
Each student will be required to pay fees for the program to cover instructor’s wages, ice time rental, and program equipment and supplies.
FOR STUDENTS/FAMILIES WHO ARE UNABLE TO COME UP WITH SOME OR ALL OF THE SD23 HCSA FEES,
SD 23 Student Fees policy applies as stated below:
"To ensure that fees and deposits do not prohibit student participation in educational programs, the Board will facilitate fair and confidential procedures to allow participation by students who would otherwise be excluded."
